Take a look at our starting point – in the 34 scripture passages we have reviewed so far– arranged in chronological order. Note the pattern of progression and the development of the Ministry of the Holy spirit.

We Began with ‘In the Beginning… ‘

— The Spirit Present at Creation

Scriptures

Genesis 1:1–2

“In the beginning God created the heaven and the earth.

And the earth was without form, and void; and darkness was upon the face of the deep.

And the Spirit of God moved upon the face of the waters.”

Observation

Before life is created, before mankind exists, before prophecy, leadership, wisdom, or redemption, the Spirit is already present and active.

The Spirit is portrayed as participating in God’s creative activity at the beginning of creation.

Finding

The Spirit’s ministry begins not with humanity, but with creation itself.

Pattern

The first biblical appearance of the Spirit establishes:

  • Divine presence
  • Creative activity
  • Participation in creation
  • Preparation for life

The Spirit is active before all subsequent manifestations of His ministry.

Below, I am providing you with a summary overview of the places in the Hebrew Scriptures where we are shown the Spirit Speaks as God.

1. 2 Samuel 23:2–3

Text

“The Spirit of the LORD spake by me, and his word was in my tongue.

The God of Israel said, the Rock of Israel spake to me…”

Observation

Notice the sequence:

  • The Spirit of YHVH spoke.
  • God’s word was spoken.
  • The God of Israel spoke.
  • The Rock of Israel spoke.

David moves seamlessly between:

  • The Spirit speaking
  • God speaking

Absolutely no distinction is being made between their authority.

Significance (Co-Equality)

One of the clearest Old Testament examples where the speech of the Spirit is identified with the speech and authority of God.


2. 2 Chronicles 24:20

Text

“And the Spirit of God came upon Zechariah…

and said unto them, Thus saith God…”

Observation

The Spirit comes upon Zechariah.

The message that follows is not:

“Thus saith the Spirit”

but:

“Thus saith God.”

Significance (Co-Equality)

The Spirit delivers God’s message with God’s authority.


3. Numbers 24:2–4

Text

“The Spirit of God came upon him.

And he took up his parable, and said…”

Observation

The Spirit comes upon Balaam.

The oracle that follows is treated as a divine revelation from God.

Significance (Co-Equality)

The Spirit becomes the immediate source of the prophetic message. The Word He gives carries the same weight, significance and authority as GOD.


4. Numbers 11:25–29

Text

“the LORD took of the spirit that was upon him, and gave it unto the seventy elders…

and they prophesied…”

Observation

God places His Spirit upon the elders.

The result is prophetic speech.

Significance (Co-Equality)

The prophetic words are understood as God’s words communicated through the Spirit. – Prophetic outcomes ensue.

This anticipates both Joel 2:28 and 1 Corinthians 12.


5. Nehemiah 9:30

Text

“testifiedst against them by thy spirit in thy prophets”

Observation

God is speaking.

How?

By His Spirit.

Through whom?

His prophets.

Significance (Co-Equality)

This verse explicitly links:

God → Spirit → Prophetic Speech

The outcomes are the same- whether the Word comes directly from GOD or the Holy Spirit- results are the same.


6. Isaiah 48:16

Text

“And now the Lord GOD, and his Spirit, hath sent me.”

Observation

YHVH and His Spirit are jointly involved in commissioning the speaker.

Significance (Co-Equality)

The Spirit jointly participates in a divine sending and commissioning function.


7. Ezekiel 11:5

Text

“And the Spirit of the LORD fell upon me, and said unto me, Speak; Thus saith the LORD…”

Observation

The Spirit speaks directly.

The Spirit’s instruction is immediately followed by:

“Thus saith the LORD.”

Significance (Co-Equality)

One of the strongest passages in the Hebrew Scriptures.

The Spirit speaks.

The words spoken are presented as the words of YHVH.

There is no commissioning here by GOD. No joint involvement. The Spirit speaks in His own authority and His Words are immediately obeyed in equal response to GOD’s commands.


8. Ezekiel 2:2–4

Text

“And the spirit entered into me…

and set me upon my feet, that I heard him that spake unto me.”

Observation

The Spirit enters Ezekiel.

The prophetic commission immediately follows.

Significance (Co-Equality)

The Spirit functions as the enabling presence through which God’s message is received and delivered. He has the authority to comiision GOD’s people on His own authority.

A recurring Hebrew Scripture pattern emerges:

The Message Is Presented as the Direct Words of God

The Hebrew Scriptures consistently portray the Spirit not merely as divine power, but as God’s active speaking presence, delivering God’s own words with God’s own authority.—And the Spirit of GOD must be obeyed in the same way obedience must be given to GOD.

Understanding what is happening on the pages of scripture demands that we connect the dots and observe the patterns.

The LORD wants to give us the meat of His Word.

This is why you have to study the totality of scripture, not just a few passages. GOD’s Spirit acts separately and independently from GOD. They are One in Nature and Separate in Personhood. This message is woven throughout the Biblical Text. – And we’re not done!

The Trinity is a BIG Concept and we have to examine what is happening before our eyes – and not limit GOD to what our mind can only accept or process at a time.

In this series you are going to consistently see GOD, the Spirit and the Son of Man move together as One. Doing exactly as GOD asks them to do and GOD backing their WORDs, their commandments, commissionings, their actions, etc.

    Based on the information in this article at times He speaks as YHVH (the LORD), as the God of the patriarchs, as the Rock of Israel, and as the divine voice behind prophetic revelation.

    The pattern is often: God speaks, the Spirit is identified as the speaker, the message carries divine authority.

    1. The Spirit Speaks as YHVH (The LORD)

    Acts 28:25-27
    Paul says: Well, spoke the Holy Spirit by Isaiah the prophet unto our fathers.”

    Paul then quotes Isaiah 6:8-10, where it is YHVH speaking.

    The Sequence: mentioned in this article expresses
    1. Isaiah 6: YHVH speaks.
    2. Acts 28: Paul says the Holy Spirit spoke.

    2. The Spirit Speaks as the God of Israel

    Hebrews 3:7-11
    Therefore, as the Holy Spirit says.

    The writer then quotes Psalm 95:7-11, where the speaker is the covenant God of Israel.

    The Sequence:
    1. Psalm 95: God speaks.
    2. Hebrews 3: The Holy Spirit is identified as the speaker.
    3. Conclusion: The Spirit speaks as the God of Israel.

    3. The Spirit Speaks as the God of the Patriarchs

    Acts 7:2-5
    Stephen refers to the God of Abraham appearing and speaking.

    Acts 7:51
    Stephen immediately connects Israel’s resistance to God’s voice with resisting the Holy Spirit.

    A Related Connection would be Exodus 3:2-6
    The Angel of YHVH appears in the bush, then:
    “God called unto him out of the midst of the bush.”
    and says: “I am the God of thy father, the God of Abraham, Isaac, and Jacob.”

    The divine presence, the Angel of YHVH, and the Spirit operate in perfect unity.

    The Sequence:
    1. God of Abraham, Isaac, and Jacob speaks.
    2. The Spirit is the divine revealer of that same voice Acts 7.
    3. The Spirit is never presented as a separate lesser being.

    4. The Spirit Speaks as the Rock of Israel

    2 Samuel 23:2-3

    David declares:
    “The Spirit of the LORD spoke by me.”

    Then immediately:
    “The God of Israel said, the Rock of Israel spoke to me…”

    The Sequence:
    1. Spirit of YHVH spoke.
    2. God of Israel spoke.
    3. Rock of Israel spoke.

    David treats all three descriptions as the same divine source of revelation.

    5. The Spirit Speaks Through the Prophets

    2 Peter 1:20-21
    “Holy men of God spoke as they were moved by the Holy Spirit.”

    The Sequence:
    1. Spirit moves the prophet.
    2. Prophet speaks God’s Word.
    3. God’s Word is therefore Spirit-breathed.

    Comparable with:
    2 Samuel 23:2
    “The Spirit of the LORD spoke by me.”

    6. The Spirit Speaks Directly as God

    Acts 13:2
    “The Holy Spirit said, Separate unto Me Barnabas and Saul for the work whereunto I have called them.”

    Notice the first-person language:
    1. Separate unto Me
    2. I have called them

    The Spirit speaks as God, not merely about God.

    7. The Spirit Speaks as the Author of Scripture

    Hebrews 10:15-17
    Whereof the Holy Spirit also is a witness to us.

    The writer then quotes Jeremiah 31:33-34, where YHVH says:
    I will put my laws into their hearts.

    The Sequence:
    1. Jeremiah: YHVH speaks.
    2. Hebrews: Holy Spirit is speaking.
    3. Conclusion: The Spirit speaks as YHVH.

    Through this article the consistent scriptural sequence is:

    YHVH speaks, the Spirit is identified as the speaker, the prophets deliver the message, God’s Word is established.

    One of the clearest declarations we see is 2 Samuel 23:2-3, where David equates: the Spirit of YHVH spoke, The God of Israel said, and The Rock of Israel spoke.

    This reveals the Spirit not as an impersonal force, but as the divine Person who speaks, commands, reveals, testifies, commissions, and communicates the very words of God.

    The Patterns
    1. Psalm 95: God speaks.

    3. The Spirit speaks as the God of Israel.
